In a statement on X, Mouline said the incident is a critical test of CAF’s authority, stressing that the ruling must balance justice and deterrence. He argued that no team should benefit after violating competition rules and cautioned that a soft response could send the wrong message for future tournaments.
Mouline’s proposed sanctions are severe, including Senegal’s disqualification from the final, the loss of any title claim and suspension from the 2026 FIFA World Cup, along with possible bans for key officials.
He noted that whatever CAF decides will set an important precedent that could shape discipline and governance across African football.
